Why is there such a debate over this "stimulus bill"? Who are the factions debating?

I'm not that politically inclined, but I really want to clearly understand what's the beef, and why is this such a big deal? Please make this as clear as possible. Top contributor + best answer = Best answer! lol Thanks!
 
1) bill passed was mostly a pile of pork and special interest items
2) and most important, no spending stimulus program has ever worked to pull an ecconomy out of a slump. Most econ people perceive it as actually hurting recovery, since by the the time govt starts spending , and therefore increasing cost of money or loans, the private sector has started recovery, but private sector held back due to increase cost of money.
