Why is there a row of floating insects in my garden?

There is a whole row of insects floating still (in the same spot) in my garden, they are all the same type (look a bit like a mosquito or a daddy long legs). There is about 15 of them in a line, they stay there all day. They are not trapped because if you flick at them some of them fly away but then they fly back into the line again.
What are they? And what are they doing?
