Why is there a 'law on the books' in Saudi that any male over the age of twelve

may not herd animals? I have been told that a law exsist, prohibiting any male over the age of twelve to herd, feed or handle live stock. The job is left for women and girls. What seems to be the problem to mandate such a law?
 
Strangely enough I have also heard the same story from other people who have worked in that region.
It was explained to me that men do not get involved with women and thus do not have a sexual outlet. The law or edict is to prevent men from practicing bestiality with animals.
