Why is there a healthcare debate when the bill(s) are not even final?

There are several proposals floating around that aren't even final, nor have they been thoroughly discussed in congress. Why are people fighting over a something that is not finalized? There won't be a "real" debate until it's down to one bill.

By the time it is 'final', it will be too late. We got fooled once when they rammed through the 'stimulus' debacle.
