Why is the radio in my 1989 Ford F-250 7.5L not turning off?

My car radio does not completely lose power when I turn off the ignition. It's weird, it will actually forget which station it was on and it will forget all the preprogrammed stations as soon as I turn off the ignition, and will blink off for a quick second, but once the ignition is off it doesn't actually lose power, and I can still turn it on or off, even with the key out.
 
The radio should have a storage capacitor that keeps the memory alive even during short power outages. So I would suspect the radio itself has a problem.
