Why is the first time homebuyer tax credit such a joke?

I amended my return in JUNE 2009 and was told I would have a refund in 6-8 weeks. Called IRS at end of 8 weeks and they said it would be 12-14 weeks instead. And TODAY, 6 MONTHS AFTER I FILED, I get a notice saying they need more documentation. Is it just me or is the IRS a complete and utter joke? No wonder why Obama's "economic recovery" is so painfully slow. Anyone else having these troubles?
 
It's a freebie, so quit complaining. The reason it's taking so long is that there has been so much fraud in this well-thought-out program. And it was dreamed up by Congress, not the IRS (which was given no additional resources to administer it).

Then you didn't read the 1040X instructions.

1. 1040X forms NORMALLY take 8-12 weeks, so "told I would have a refund in 6-8 weeks" was NEVER corredt. With the flood of 2 million amended returns, the official time slipped to 20 weeks and that was ONLY if the IRS didn't have any questions and could verify the purchase from public records.

2. Yeah, you might be up to 24 weeks, but low, they can't verfiy it so, yeah you have a further delay.

As someone who pays taxes, the IRS HAD to verify purchase. The IRS wasn't at first, then ran a sampling and the fraud rate was ridiculous. People were putting down that they PLANNED to buy a house and expecting to get the money...
