Why is the capacity of the Mazda 13B Wankel engine said to be 1300cc ?

Mazda's 13B Wankel engine capacity is said to be 1300cc, but that is ascertained by measuring the swept volume of only one face of each rotor (two rotors of 650cc each = 1300cc)) You don't work out a piston engine's capacity by measuring just one cylinder, you measure the total volume of ALL cylinders (eg. 500cc X 4 cylinders = 2 litres).

So surely the capacity of a Mazda 13B should be total of ALL 6 sides of the two rotors, (650cc X 6 = 3.9 litres)? Is that right, or am I missing something fundamental?
