Why is the army not doing something about this?

Okay so My husband work in the dfac with this guy( we will call him Joe), Joe is an alcoholic and has a really bad temper ( I have seen it first hand). Well about 5 months ago, Joe was drinking and started a fight with this other guy(we will call him Mike), and needless to say it got out of hand, Joe ended up smashing the Mikes head in and Mike ended up having to have a metal plate put in the back of his head, and he has lost some mortar functions. Joe is in the army and is 22, Mike is 19 and is not in the army. Joe was one providing alcohol to a minor, and two ended up messing him up really bad. Now this is not the first incident with Joe, he has come into work drunk, he has started fights with the men he works with and has threatened to kill some of the people he works with. Now my question is how is it he has not once got into trouble? How is it he can get away with all this? I have seen guys get in trouble for less up there, Example: one guy came into work 30 mins late due to car trouble and yet he got an article 15, now why is it he gets in trouble, but yet Joe has not? Does the army say hey its wrong to come into work late but it's okay to almost kill a guy? Where are the army's standers? Are there none? Anyways, me and a few of the wives want to know is there a way to complain, we don't like the fact our husbands are working with a lose cannon. I mean is the army going to ignore these signs till someone does get hurt again or worse killed? What will it take to make them see he needs help?
