Why is Parkside Village in Carrollton, Tx, allowed to stay in business?

Parkside Village in Carrollton, Tx, is a rundown, nasty, roach infested apartment complex usally without hot water and clogged plumbing. Drug dealers wander the parking lot every night and the management, BH Management Services refuse to do anything but mow the grass weekly. Horrible place. If you are familiar, please respond.
