why is one of my sims hobby level outlined in white?

It is the same as when a skill is outlined in white because that sim needs that specific skill level, only the whole entire thing is, all of the little ovals are. why? even if my sim doesn't have anything in that hobby/interest... does that mean that sim is "born" for that etc. or is it for no reason?
