Why is Obama saying that we should provide great financial aid to other countries?

I saw today that Obama was over in Italy giving a speech on g8/global warming. One of my questions is, why is Obama over in Italy giving them a speech on how to control global warming? Shouldn't that be the something that the leader of Italy be doing? Also, why is Obama stating that we need to come together to give aid to those who can't afford to prevent global warming on their own? We are in a great economic crisis at home and I feel that before we throw our money at other countries, we should first help out our own country and get us out of this horrible mess that we're in.
 
It should be obvious to anyone that throwing money at the problem is not the solution to anything. How many billions of dollars did WE give to the auto companies just to have 2 of them go into bankruptcy anyway????

It seems to me that in the short time that Obama has been in office the only thing going on is spending spree after spending spree. I don't understand why he is pushing all these "programs" when not even one aspect of the economy is fixed.

He is trying to get major health care legislation passed which will involved more money being spent, before the overall economy has even began to recover. We are still losing thousands upon thousands of jobs.

Lastly, while I do agree that global warming is occurring, my question is what can we really do to change it. How much of it is a natural progression of climate change and how much of an affect are we going to have by throwing billions of dollars at it. I suppose if the cavemen had had billions of dollars and made their cars more environmentally friendly we could have avoided the first ice age........
