Profits plain and simple. Health Care and Climate change are huge industries worldwide that he would like to control the profits for because of the lobby benefits it provides the federal government. Medical Marijuana is small time profit for stoners...he couldnt care less and most likely sees fighting that a waste of federal dollars because the return is too small profit wise.
