Why is NASA investigating the Toyota Recalls, I thought they had a fix already?

I'm confused here. The recall was for gas pedals sticking causing sudden acceleration. They started doing fixes to the cars adding a small medal piece to prevent the wear from happening the causes the stick. So why is now that NASA and other transportation safety engineers are going to be analyzing the problem in light of the computers and electrical system? I thought they figured out the issue and found a fix? Is there not some testimonials of the people who had this happen and a worn gas pedal part from their car that showed that this was the problem?
Great, so there is no fix yet? I need to get rid of this thing ASAP? I wonder if I can go trade it in for a Honda Civic.
