Why is my tv making the noise that its turning on but there is no picture?

I have a Magnavox and when pluged in it makes the noise that its turned on that like hissing noise right when you turn it on thats all i hear but i cant change the channel
I can also tell the tv is on but the clicker doesnt work or anything
 
This is really hard to answer with the limited information you've supplied.

But the first thing to check is your input. For example, if you have an antenna connected to your coaxial antenna jack, your set must be switched to that input, or you will get something besides a nice picture and audio. Select INPUT or maybe SOURCE on your remote.

If that doesn't do it, update your post with full info on your equipment and what it's connected to: antenna, cable box, satellite receiver, DVD player, game box, home theater receiver, whatever. If it's an over-the-air antenna, describe it fully (make and model if it's an indoor variety).
