Why is my motor bike getting very hot when I am idling?

I have just bought a Yamaha TT250 which wasn't going. I have finally got it going after cleaning the carbi and fuel tank, the mixture screw was wound right out and have adjusted that I think. Someone has also painted the engine cooling fins with black gloss, it looks good but I am wondering if the black could be holding in the heat. The problem is it gets very hot just idling for a couple of minutes, Can anyone help, thanks Steve
