why is my mother dog whining more than the pups?

my 3 1/2 year old pitbull had puppies 2 days ago and she whines more than the puppies. it constantly sounds like my other dog is bothering her because she whines and yelps the same way when she is telling him to leave her alone. however, he isn't even ever in the room with her now that she has had her puppies. when i go to check on her she runs in circles and is crazily excited but still whines. is this normal and what can i do to help stop it?
 
She is probebley in some pain from her pups. And needs some time to her self and pups. My cat was like a few days after having kittens.
