It never really does this buy I have a 32 inch Dynex TV that is mostly been used for video games. I use a HDMI Cord with it and recently i've been getting a lot of white flashes on it. Then it just returns to the normal picture. I have a Iphone and I know that when I get a text it interferes with the reception of my TV but I don't think that it should have anything to do with the flashing.
