I disengaged the stop/brake, and it still pulls hard.
I've removed and checked the pull mechanism, that mechanism pulls easily.
I've removed the flywheel, and the key is intact.
Once I removed the spark plug, the flywheel/engine spun easily.
I know most mower internals well, this is an OHC Honda HRS 216 self propelled.
Any idea what I'm missing?

(It was a freebie, so I'm not sure how it was running before, although I'm told that Honda's are usually very dependable)
Update, I sprayed some WD-40 into Spark Plug hole, reassembled it, and it finally started, but is running rough. I made some gaskets for carb, and the idle adjust stem is broken where screwdriver blade slot is, maybe I can jury rig that.
I cleaned the spark plug, and checked the gap for .030.
What might be making it run rough?
I haven't cleaned the carb yet, it looked clean when I pulled it to fix bad gaskets.
Any other thoughts on why this mower runs rough?
