Why is my Honda Accord making noise while it is in motion?

The Car is a 99 Accord v6. I have had the time belt and ball joints changed within 6 months. I drove the car about 20 miles when all of a sudden at 5 mph the car made a noise like a train stopping. The noise seem to stop when I applied the brake. The car seem to make this noise from 2-55 mph. No lights came on this dashboard. The faster the car went it sounded like I was dragging chains. It seem like it was coming from the drivers side.

edit: I just had my car inspected last week for state inspection. The car came back with nothing wrong. The steering wheel is not shaking and this is why I didn't think it was the tires or the brakes but I can be wrong.
 
Well it is your brakes. Ether you are down to the wear bars or a crack in a pad or a rotor edge.
 
Find an open parking lot, get up to about 15 mph and maintain that speed as you turn left and right. if the noise is more pronounced one way or the other, look at your axle bearings, if it doesn't change at all, have the brakes and tires looked at. Might also have the shop inspect the previous repairs
