why is my fuel gauge stuck on full in my 1999 pontiac grand prix an the car wont start?

You likely simply have a bad ground for your fuel tank. On GM cars if the fuel level sender is unhooked, goes bad, or loses its ground connection the gauge pegs at or above full and stays there. You need to fix the ground connection as that should make the pump run again and make the fuel gauge work again.
