Why is my flash so slow?

I just bought a double flash for my canon digital rebel xti and when I take a picture it is extremely bright and whatever I am taking a picture of has to be completely still. Is there a inexpensive flash out there that I can use to prevent this?
 
With the exception of the old bulb flashes and powder that burnt, all the electronic flashes are very fast (much faster than your camera's shutter too).

There seems to be a problem with your camera settings. Check the shutter speed settings and if the flash is on rear or front curtain sync.

Read your instruction manual for more details and get a good book on photography too.
