So I recently bought a fish tank and i was supposed to keep it running a week with the heater and the filer. But over the last few days, ive noticed that the level of water is going down and water condenses on the lid of the tank for some reason. Is this normal? what should I do about it? just add more water? There is also a fan in my room could that be the reason for it?

Unless its running down the side of the tank, or puddling on the floor, its just evaporation at work. If the air is dry in your house, you will ,lose more water then if there is more moisture in the air. Just replace it.

This happens to me all the time. Its just evaporation. Its completely normal. Just add water thats about the same temperature as it is in the tank.
