well if you have a starter fuse, Its 1 of 2 things...
A) if its a smaller fuse then your starter relay has a shorted coil and needs to be replaced.
B) If your talking starter / starter as in the big starter motor , I dont believe they have fuse's and would normally dim your lites and not turn engine over, however, It would be a shot starter motor.
I would believe it's Item A though.
