Why is my car overheating and can I afford to fix it?

My 2005 Pontiac Sunfire has a couple of problems but the worst is the overheating. First, the fan would stay on even after I shut car off. Then the ac would only cool when I was moving, but hot air when stopped or in traffic, and now the car overheats when stopped or in traffic but cools back down once I am moving again? Any ideas what it is and how much it will cost me? (Living paycheck to paycheck right now!)
