Why is my car loud when running?

My car is 2001 Honda Civic Dx 2 door 70,000 miles (salvage title) When I'm at full stop and I start to climb to 0 - 20 mph there's something loud I hear on the engine maybe.. Will a change oil fix this or do I need the replace that timing belt, cam belt, pan belt WAAAA I'm not sure but its sounds like that..
