Why is my bicycle making this noise in the stem of the handlebars?

when i drive my mountain bike, there is almost a croaking, almost a knocking noise, but not too loud, that is comming from the handle bar post area where it goes into the frame to the forks. it usually only does it when i am moving the handle bars, but doesnt do it when i dont...what is the problem with my bike?
