Why is my 1998 Honda civic ex have a warping or wobbling noise coming from the front?

For about a few months now my civic has a slight wobble or warping noise coming from what sounds like the front. It shakes the wheel slightly. You can even hear it when you come to a slow stop. It has about 218,000 miles on it right now and i had the left wheel bearing replaced about a year ago. Other than that, and break pads and rotors, the front end is ORIGINAL. I've owned the car since new. The tires balance and alignment have been checked and are fine. The mechanic also said it could be the tread on the tire, but when i rotated the tires recently, the noise still came from the front. The mechanic said it's not the other wheel bearing, but i'm not sure if he's right. My breaks also wobble when applied, a mechanic said i need new rotors and pads but i just had them replaced. Would bad rotors create the wobbling noise i'm getting even though i'm not applying the breaks?? Do I need to replace the other wheel bearing?? Please help!! Thank you
