Why is my 1993 honda civic lx idling low when I put my foot on the break?

I have 1993 Honda civic. When I first start ti up and put my foot on the break it idle's low for a moment then idles high. After it's been running for a while, I put my foot on the break and it idles low, almost stalling out. I checked all of the vacuum lines and they're all fine. I've also noticed a decrease in power after it's been running for a while.
 
Sounds like it's time for a tune up.
Oil, plugs/wires. Distributor rotor/cap. Check fluids, check air filter, fuel filter probably needs to be changed too
