Why is Mississippi considered to be lowest in education and health care ?

I want to know why the state of Mississippi is classified as being lowest in education and health care. Could it be because of religious and/or traditional reasons?
 
Low amount of money the state spends on such things
The scores students get on tests
The number of deaths among infants
The poor health of the elderly and the shorter life span
