Why is Joe Biden opening a GM plant in his district in Delaware?

Not JUST his District, his HOMETOWN ! I just don't understand how BLATANT these people are. He has to KNOW people will criticize and accuse him a "favoritism". Guess he's like the rest of Washington.

It is now called Earmarks ! This was known as Pork Barrel Spending ! Since the US is now a significant partner in the ownership of GM, it has been determined that it can piss away taxpayer money any way it sees fit.
Since the whole world knows about the huge negative economic impact the UAW has had on the cost of American cars, and the absence of profits unachievable because of it, I wonder if Biden was fiscally responsible enough to eliminate this black hole (UAW) from the equation, before breaking ground ?
