Why is it that generally the environment is worse further north?

The worst part of a town is to do with the wind. Years ago, when there were factories, the smoke would be blown about by the wind. If the wind generally came from the east, then the smoke would be blown west, and so on.

It was nicer to live in the non-smoky parts, so if the wind generally came from the south, then the south would be the best bit and the north the worst. This meant that poorer people lived in the north, so the houses etc weren't as good. Even though there is not so much smoke now, the areas were already quite crowded and dirty, so people tended not to move to them, and the cycle continued.
