Why is it that American school gyms don't have stalls?

So you can have privacy when dressing out. Are they trying to get everyone gay or at least Bi??? I mean, it's less people to deal with because gays can't reproduce, but still you think it would be illegal to not have stalls in gym. It's so sick.
