Why is it slow when playing on games?

I don't understand why but when im playing on games my computer can perfectly run the performance is terrible even if i put the quality on the lowest possible even if i use a program i have that shuts down all unnecessary stuff it still moves slow i don't understand why.

Processor: AMD Phenom II X6 1035T Processor
Video Card: ATI Radeon HD 5400 Series 1GB
Hard Drive: 1TB
OS: Windows 7 Home Premium 64-bit
