...sector but not for welfare? We care how AIG spends money they get from the government so why shouldn't we care about how a welfare recipient spends the money? We want to put rules on these firms, what's wrong with rules on individuals?

Because the Politicians, especially the Dem's, want the vote of useless people. That's a major voting block for them.
