why is it cheaper to insure a car for a provisional driver than a fully

qualified new driver? im 16 and will start driving next year so toget an idea of the costs of isurance i looked on a comparison website. i found that insuring a car was over ?1000 cheaper if i only held a provisional licence as oposed to a full uk licence why is this???? thanks tim
