why is it believed that when you die your life flashes before your eyes?

I would seem impossible such a statement has ever been reported in the first person. There have been accounts of people brought back to life, but they couldn't have medically died. Therefore it must be an old wives' tale.

I think you mean the few seconds right before death. I had one of those experiences. My friend and I were walking and we were about to cross the road, but as I was stepping down from the side walk she grabbed my arm and right then everything went in slow motion for a few seconds. She said something, but it was like I was deaf and I didn't hear anything or feel anything for those few seconds. It was so weird; it felt like a scene from a movie. As soon as stepped back up, some car (that looked like it was going 80) just drove by right in front of us. Anyways, like they say "everything flashes before you're eyes". That's what happened to me. I think we get these "flashes" when something bad is about to happen and we're aware of it.

Normally this is thought to happen when you're about to die in some form of accident. The theory that I heard makes the most sense is that the mind searches every memory in the hope of finding a solution that doesn't lead to death. It's a rapid search to avoid death.
