Well homosexuality wasn't acceptable in Europe until recent decades. America is only a little behind the bandwagon in that sense.

When I said that I was speaking about Congress explicitly. So bigger government is a vague term there.
 
If gays are allowed to openly serve in the military, it can only be to corporate benefit. A new demographic to market to: The openly gay solder. Pink and purple camouflage anyone? Sequined dress uniforms? J/K
 
Back then what the republicans had going for them was that only 40% of the country was for allowing gays in the military so there was no need for corporations to even get involved.

Now that 70% of the country is for allowing gays to serve openly, and there is no corporate involvement it will pass easily.
