Why is doesnt my Dish remote control want to turn up or turn down volume or want...

...to power off my TV? So I bought a new Dish remote control to replace my old remote!So when i try to press the volume button the volume won't go up or will go down!!!Also when i try to turn off my TV w/ my remote it won't turn off!Do I have to do something to the remote control to make these features work???
