Why is Disney not releasing Doug, X-Men, Spider-Man, and many others on DVD?

Disney owns the rights to Doug, Brand Spanking New! Doug, X-Men (from the 90s), Spider-Man (90s), Silver Surfer, Dinoriders, and many, many others.

Why aren't they releasing these? Not expecting to get a real answer other than "because they're evil" but if anyone has any actual information as to why they aren't releasing these, please share!
By the way, most of these are being released in the UK if they haven't already...so it's obviously only an issue with Disney in the U.S.
