Why is crossdressing accepted in children's cartoons?

Cross-dressing is acceptable on kids' TV when it's played strictly for laughs, it's not OK when it's portrayed as an 'alternative lifestyle choice', unless you're sneaky and subtle about it by never having the character in question come right out and directly say "This is who I am!", like Candy from Space Goofs or Pleakly from Lilo & Stitch.
 
A lot of animated shows and movies that feature it usually include a gag about how the character enjoys it or feels comfortable in it, and usually illicits stares or jaw drops from the other characters.
 
"Did you ever find Bugs Bunny attractive when he put on a dress and played a girl bunny?"

"No..." [laughs, then more emphatically] "No."

"Oh, me neither, man, I was just asking."
