Why is Chrome Auto Scrolling on its own?

Everything was working fine, then all of a sudden, Everytime i go to a page it autamatically scrolls down, I cant scroll up iether- it just goes back down. Even when I hold the scroll bar, goes back down. I restarted my computer, same thing, Its doing it on Firefox AND Google chrome!!?? Scanned with Norton, nothing appeared. I used Ccleaner, nothing worked either. It has to be somet type of Code error or java script error huh?? How do i fix this. Its happened before, I dont know how to fix it,

(PS: the only extensin/plugin is lastpass which has never caused any issues)
