why is booting allowed in chat rooms?

This guy who goes by Reaper has been booting people out of rooms he has several of them,,i found him in Ohio chat room #1 heres what he had to say about his booters,,Reaper: N it got boring enough I was testing new booters and seeing if I could boot myself ..this should not be happening in chat rooms..not all of us are rude
 
sounds like that Reaper guy is an idiot. booting is meant to be used to stop inappropriate behaviour online.
i suggest shat you just stop going into his chatrooms
