Why is bar and restaurant service so slow in German-speaking countries?

when i went on vacation to tenerife i went in a restaurant and had to wait like an hour and a half just for my food to arrive. in some european countries (espessically germany and spain) give slow service in restaurants and bars because they like to do things as 'perfect' as possible in a certain amount of time.

You get the impression that they kind of tolerate you rather than that they want to serve you. You wait forever for the waiter or for the bill. There is no sense that customers might have to get back to work or whatever. It surprises me, because it's so far from the stereotype of German efficiency. Anyone got any ideas on this?
