It's really no different in any country that dubs foreign properties, even live action ones. For example, the person who dubs Robert De Niro in german, often also dubs Harvey Keitel, Donald Sutherland, Martin Sheen, Robert Redford, Jon Voight, Dennis Hopper and various others. The amount of good VA's is very limited, so in order to keep some level of quality, the producers of those dubs tend to stick to established voice artists who can do the job. However, i do know the strange feeling of Deja vu when you keep hearing hear the same voice come out of the mouth of completely different actors (not in the same film of course), which is arguably even eerier than hearing the same voice from different animated characters.
