Why/how do cyclist (pedal bikes) go through red-lights and not set the red-light...

...camera off? Just curious as seen so many cyclist just ignoring the highway code (and getting away with it) the main for me is them going through red traffic lights, which is dangerous and breaking the law, but to my main question? why does the red-light camera not work on cyclist??
 
the bike is light also a lot of intersections cant even detect
a bike (unless you lay the bike down)
even if the camera would catch the cyclist running the red
since there is no plates on a bike how would the cyclst recived the ticket?
