...Outsiders, that will Change Government? Every single one of them Campaigned on promises of Change. That they are not Washington Politicians and they will "Change the Government"

But the Government keeps growing and eating more and more Tax Dollars. The only change has been for the worse.

Surely Bush Sr. didn't pretend to be an outsider, did he?

But regarding your question, when you're running for office, you find out what people want, and you promise to give it to them. And what are some things that almost everybody wants, regardless of whether they are liberals or conservatives, Democrats or Republicans? Well, they want honesty, transparency, and less reliance on back room deals with lobbyists and special interest groups.
