Why even have laws if they are not enforced!?

OK, there are laws for the road, driving and parking laws, and littering laws, and all kinds of laws with MANY signs all over the darn place, But police aren't seriously enforcing them Here's a case I know of, about a guy with three jeeps and a van in his family, that double parks the huge van so that all his family members can park right in front of their house. Parking on the block is already extremely limited because of people with two or more cars in one house. The cops were informed by some of the neighbors who have to scramble for parking spaces every day of what this guy is doing. Cops say they will come out, but need to know first if he is "illegally parked". Meaning parked on the sidewalk whatever. OR they need to come out when he has the van double parked. Which they never seem to do. This is what was told to one neighbor who called. The neighbor even found out from someone on the phone that, now get this, even if you have a handicapped parking space that you PAY for, ANYONE else can park in your space IF they have a handicapped sticker on their license plate! That was very shocking to me! Why even have laws if they are NOT followed up on?! I think that guy double parking all his cars knows that nothing will be done to him and that's why he does it! Cops say they will give him a ticket, but they have to catch him in the act! HA! Gotta love it! The same goes for littering and letting your dog poop on someone's front yard! Millions of signs up against it, but where are the cops to see it LOL?! Signs don't scare people.

Cops have all kind of excuses why they don't enforce the laws. Not enough pay, not enough time, not enough everything. The good guys who follow the laws who may make a mistake they catch. The ones who purposely violate the laws all the time they don't catch. Such is life.
Slappy, that title was not suppose to be taken literally. Wow! Its sarcastically asking why have laws when people do not follow them and they are not enforced. Why aren't laws seriously enforced? Can you answer that? When more than one person has complained about a neighbor violating the law, why is there nothing done, and why should that person continue to break the law? This is the main problem in the country today. And even voting people into office that are suppose to stop this from happening doesn't work. More and more cops are hired everyday. Just asking why can't they enforce the law?
