why don't my signals on my 81 ford f100 work in the cold?!?!?

My signals and high-beam lights don't work in the cold. Should I just replace the ground fuse, or is this a more complicated electrical issue? I GOT TO HAVE BLINKERS! :)
When I refer to the ground fuse, I'm referring to the big circular fuse in the fuse box. :]
