Why don't most colleges consider the SAT Writing section for admissions purposes?

Could this change soon? I'm graduating with the class of 2011 so I haven't actually taken the SAT yet. I've done lots of practice and the PSAT though and I have scored between 750-800 in the writing section of each test. My scores in reading and math are both between 620-660 on average.

I noticed that when looking for college admissions criteria, almost all colleges only use the combined math and critical reading scores for SAT requirements. This is very unfortunate because I score considerably higher in the Writing section than in either of the other two sections.

Why might colleges not take the Writing section into consideration for admissions? Could it be because the writing section is relatively new to the SAT? Do you think it will be included for the class of 2011? I know most colleges are implementing new "distinguished" programs for the fall semester of 2011 so maybe colleges will take the opportunity to include all three SAT sections in their determinations at that time.

Also, does the ACT contain a writing section that's taken into account? I've heard that the ACT is based more on actual academic studies that abstract thinking like the SAT. What are some benefits/setbacks of taking the ACT over the SAT and vice versa?
