Why don't more online video games have dedicated servers?

I have been an avid gamer for almost a decade, and I want to know why most online games for PS3 do not currently sport dedicated servers. I am amazed because of the lag time and opportunity for cheaters to use ping time in an unfair advantage with the common "Server-to-server" or "Peer Server" network setups. Why don't the design companies understand or care about this? Having a game like MAG, from Zipper Interactive, I find that dedicated servers ARE THE BEST FUTURE FOR GAMING.

So what's the deal, is it just the idea of initial cost, maintenance and upkeep or are the people working for Rockstar/Actvision/EA/etc... just incompetent? =/
